Closing Days of Legislative Session Loom

As of publication time the Iowa Legislature had not completed its work for 2010.  Most of the budget bills have been debated, but the Standings and Infrastructure Appropriations bills have yet to be completed. The House is expected to complete Standings today, while the Senate could take the bill up as early as Thursday evening.

 

Major Policy Proposals Still Possible

Sine Diesignifies the official adjournment of the Iowa Legislature and until the last gavel falls, ABI lobbyists will remain vigilant.  House and Senate Leadership are trying to pass last minute policy proposals to pacify special interests.  One example is HF 758, which creates a new claim for noneconomic damages in wrongful death suits for "loss of enjoyment of life." Shared Work Expansion Passes Iowa House

SF 2279 passed the House Thursday and heads to the Governor's desk.  The bill extends the current voluntary shared work program to allow companies to apply for a second work share plan after expiration of their initial 52-week plan.  The program helps employers hang on to skilled workers in an economic downturn by scaling back hours and allowing employees to draw partial unemployment. ABI Requests EPA to Extend Public Comment on TMDL

ABI requested EPA to extend the public comment period for a proposed Arsenic TMDL on the Mississippi River sixty days.  ABI has received notice from EPA that the extension has been granted.  The proposal, depending on implementation, could affect all permit holders along the Mississippi River and its watersheds.  The most egregious result would be to allow no water discharges along the river or watersheds.  ABI will continue to be involved with this proposed TMDL.  Continue reading>>> 

 

Tax Credit Review Bill Goes to Governor

Last Friday, the Iowa House debated the tax credit reform legislation and adopted amendments to the legislation.  Ways and Means Committee Chair Paul Shomshor (D-Council Bluffs) accepted Republican amendments that did the following things: 1) Raised the beginning farmer tax credit back to $6 million; 2) Restored the 10% cut to the private school contribution credit; Continue reading>>> 

 

Filing Deadline for 2010 Elections Completed

Last week's newsletter mentioned the filing period and highlighted legislative retirements.  Now the filing period is completed you can see who is running in statewide races by going HERE.  Watch for more political analysis following adjournment of the 2010 session.

 

IIPAC Expects to Be Active in 2010

With the number of legislative retirements, open seats create great opportunities for pro-business legislators to run and win election to the Iowa House or Senate.  ABI's political action committee (Iowa Industry PAC) will begin its scrutiny of voting records, surveys and interviews of candidates immediately following adjournment of the session.  Continue reading>>>

 Effective Feedback - A 5 Step Process

Constructive feedback is a valuable tool -- useful to repair a working relationship, improve a team's productivity, help a co-worker become more successful, and demonstrate your own growing abilities as an effective leader. Yet, it is a skill many managers regard as underdeveloped.  Not knowing how to give feedback can result in messages that are hurtful, confusing, and counter-productive.  In fact, many feedback messages can leave the receiver unsure of what to do with the information. 

EFFECTIVE feedback is based on observed behavior and tells the receiver the impact of a specific behavior on you.   INEFFECTIVE feedback often is vague, indirect, and exaggerated with generalities--often judging the person rather than his/her actions.

Following the five-step process below can help the receiver more easily see what actions he/she can take to continue or improve performance.  Furthermore, the receiver will be better prepared to change behavior that is ineffective or perhaps an obstacle to performance. An effective feedback message tells the receiver the impact of a specific behavior on the sender. Continue reading>>>
