Governor
Acts on Final
Bills
Tuesday, May 26 marked the end of
the 30-day window following the legislative
session for Governor Chet Culver to sign or veto
all bills passed by the General Assembly.
In addition to the $830 million bonding
proposals, the Governor signed more than 30
bills before the Tuesday deadline. Among
them was the controversial "Standings"
appropriations bill SF 478, a catch-all bill
approved on the final night of the legislative

The Iowa Industry PAC, the
political arm for ABI, was out-distanced by a
number of anti-business PACs according to State
of Iowa records for 2008. For example, the
state employees union (AFSCME) contributed a
total of $424,908 to candidates in the last
election. This dwarfs the $74,835
contributed by the Iowa Industry PAC.

Do
you realize the 2009 ABI Convention is less than
two weeks away? As my year as ABI Chair
draws to a close it is with great pleasure that
I encourage all of you to attend this annual
event. One of my first tasks as Chair was
to begin work on the convention and with the
help of an outstanding committee, I know 2009
will not disappoint! It is always an
exciting time for ABI when the time for the
annual meeting arrives, because the opportunity
to come together and talk about our businesses
(combined with a lot of fun) is one of the best
parts of association membership.
I
want to personally invite each of you to join
your ABI colleagues at Lake Okoboji June 9 -
11. You will hear some terrific speakers,
including former Arkansas Governor Mike
Huckabee, ISU Ag Dean Wendy Wintersteen,
management consultant Andrea Fredrickson, and

 Economic
Commentary...
If you are anything like
me, you are craving a sign that things are
improving. While we have been told not watch the
Dow Jones or to pay attention to small movements
up or down, we still do. We do, because we are
all looking for the same thing - the turnaround
of the economy. Everyone is ready to exit this
recessionary era and we yearn for "normalcy"
again. With
my disclaimer out of the way let's continue. If
we use history as a benchmark, there are
typically three things that need to happen that
will signal
recovery. 1.
The stabilization of the stock
market: We have seen the stock
market become much more stable in recent weeks
than we have in quite awhile.
2. Consumer
confidence has been going up for the
last few weeks with the biggest increase in
eight years seen this last week. The Conference
Board which is the most trusted source on
consumer confidence had this to
say:
"The Conference Board's
consumer confidence index reached its highest
level in eight months in May, the organization
reported today. The index now stands at 54.9
(1985=100), up from 40.8 in April."
"Looking ahead, consumers are
considerably less pessimistic than they were
earlier this year, and expectations are that
business conditions, the labor market and
incomes will improve in the coming months," said
Lynn Franco, director of The Conference Board
consumer research center. "While confidence is
still weak by historical standards, as far as
consumers are concerned, the worst is now behind
us." And finally,
3. Jobs or
hiring: While jobs traditionally lag
behind the other two by a pretty fair
amount, according to the latest Iowa Workforce
Development numbers, we may already be hitting
that lag head-on.
According to IWD's latest
numbers, the Des Moines MSA saw 2,000 people
hired. That is the single biggest increase all
year. To this point, we have either been losing
jobs or stagnant. This is great news for our
state. The Des Moines MSA unemployment now stand
at 4.6%. That was 3.5% a year ago and
fluctuating month to month from between
3.5%-4.0%. While I cannot
guarantee this is the true beginning of the
turnaround, and that there may be some one time
abnormalities that caused these latest hiring
events. I am nonetheless very encouraged and
looking forward to seeing this trend
hold.

Week in Basalt, Colorado at the Roaring Fork
