DNR Hosts Meeting to Explain Title V Fees
The Air Bureau of the DNR is hosting meetings to explain the Title V fee process to Title V fee payers.  ABI staff attended the meeting held today.  Additionally, at the last EPC meeting, it was discussed that the Air Quality Bureau is proposing to increase the fee cap for Title V fees again.  The cap was increased from $39 to $50 last year.  The reason for the increased cap is a shifting of responsibilities due to decreased general fund dollars. A scary thought this Halloween...
While ghosts and goblins are out prowling neighborhoods this weekend, other goblins are strategizing to scare employers out of the state through anti-business legislative proposals.  Additionally, those anti-business forces are outpacing fundraising for IIPAC, ABI's best tool to protect Iowa jobs, by totals of nearly 4 to 1. According to state reports, the Iowa teachers' union and Iowa's largest private sector union are outpacing business in 2009 in fundraising. Continue reading>>>

Listening Tour Starts in Northwest Iowa
When legislators of either party share information with ABI, we share it with you. Iowa Senate Republicans have started hosting listening posts around the state to gather opinions from Iowans.  The first meeting will be held in Sioux City at the Public Library (Gleeson Meeting Room) on Monday, November 16, from 9:00 - 10:00 a.m.  The listening post is the first of four being held around the state.  Should other events where legislators are interested in hearing from the business community be scheduled we will keep you posted.

"Seismic Shift" in Labor-Management Relations on the Horizon

Greg NaylorThe Employee Free Choice Act (EFCA) has been called the most revolutionary change in American labor law in the last fifty years.

President Obama and Labor Secretary Solis have declared their unqualified public support for the EFCA.  VP Biden has said it will pass this year.  Senator Arlen Specter recently announced that a viable compromise EFCA bill had been hammered out and Senator Harkin said he has the sixty votes needed to pass the EFCA. A much more labor friendly National Labor Relations Board, potentially controlled by three former union lawyers, would administer the EFCA.

According to Senator Specter, the modified EFCA will dump the controversial card check provision in favor of "quickie" secret ballot elections (perhaps 10 to 15 days after the union petition is filed).  However, many of the original EFCA clauses offensive to business remain, including binding arbitration for first labor contracts and $20,000 civil penalties for willful or repeated employer statutory violations.
